Marvel are promoting Infinity War and Avengers 4 as the end of the Marvel Cinematic Universe as we know it, but it's not the end of the Marvel Cinematic Universe, period.

There'll be new movies, new heroes, and new threats for them to face. Some of the existing roster will make-up a big part of the Phase 4 line-up, with the likes of Spider-Man, Doctor Strange, and Black Panther set to lead the next generation.

Some form of Captain America might feature too, eventually, but it won't be Steve Rogers. There's already been a sense of finality to his character, and that's going to be more apparent than ever in this movie. Furthermore, with Chris Evans contract winding down and the actor having no intention of renewing it, it means that the character really isn't a part of Phase 4, and there needs to be an explanation for that. And what more concrete explanation is there than death?
