Think about it: Scott Lang is underground after his part in the airport incident in Captain America: Civil War and his subsequent escape. He's unlikely to be in Wakanda, or we'd have seen him in the trailer so he's probably gone back cross-country to his home to lay low.

And what better way to lay low than by calling on the criminal "expertise" of his best friends and "reformed" criminals Luis, Kurt and Dave? When you think about it like that, they're all destined to appear.

They might not have a particularly big role, but if Luis appears to help Ant-Man lay low, then Kurt and Dave probably will too.

One of the most important parts of Scott Lang's story is the emotional trauma of being removed from his daughter, so it would make sense for the Russos to play on that for his introduction in Infinity War.

He's a war criminal now after what happened at the airport (and probably wanted by every government agency in the world wanting to know more about the giant monster man plastered all over YouTube), so he's definitely not going to be allowed near his daughter Cassie. That torture could be what's used to drive him back to the action as he seeks a way to clear his name, so it'd make sense that Cassie, her mother and stepfather would appear even briefly.
