How He Died

The first character to be snapped out of existence, Bucky called out to his friend Cap before fading away. His arm went with him.

WHY He Died

As the Russos confirmed in the commentary, the snap victims were mostly chosen for their impacts on the survivors. Imagine how Steve must have felt watching his best friend - who he'd gone through incredible things with and for and who had just recovered from his nefarious Winter Soldier programming - die in front of him.

"The first person to go is Bucky Barnes, and it's shot from Captain America's perspective. You know, we're watching Cap go through the experience of watching [Bucky] go away."

Cap is a man of action and the idea of him being left with so little control at that moment is completely devastating to him as a character. It strikes at everything he is defined by - protective instincts, loyalty, love... It's very precisely targeted.
