1. The Mad Hatter
The Mad Hatter would make for a fantastic live action villain and the great thing about him is that, like the Joker, he would work as both a comical character or as a very dark character. I could see him, for instance, working both in the Tim Burton Batman movies just as well as he would in the Christopher Nolan Batman movies (and vice versa). He's a genius whose intellect rivals - if not surpasses - that of Batman's. A 'neurotechnician', the Hatter focuses on mind-controlling devices to control his minions and enslave humans. If there's one superpower that has been overlooked on screen in comic book movies, it's mind-control. We've seen Professor Xavier in the X-Men movies, sure, but he rarely uses mind-control due to the fact that he is a heroic character who doesn't abuse his powers. It would be refreshing and interesting to see a villain with technology to rival Batman's, in addition to nefarious use of mind-controlling capabilities.
