8. Lex Luthor

Superman's most legendary adversary may be merely a man, but with deep pockets comes the potential for great power all the same. Lex Luthor may be small in stature and not pose much of a physical threat, especially when played by Jesse Eisenberg, but the man's fierce intellect evidently allows him to manipulate Batman and Superman into a fight, which in of itself is nothing short of genius. Then you have to consider the grandiose technology his funds allow him access to: he's seen tinkering with Kryptonite in one of the trailers, and appears to use General Zod's corpse to somehow create Doomsday. If all this isn't power, what is? It still ultimately puts him rungs below most actual super-powered beings, but for a flesh-and-blood human, he's absolutely a force to be reckoned with.
