One of the finest moments of the film comes when Cap and Black Widow infiltrate a secret bunker beneath his old training facility, which is revealed to be the first SHIELD base. This is also the point where the narrative shifts and we discover that HYDRA control SHIELD, when the super computer turns out to be the AI version of Arnim Zola, calling back to the blue-prints in The First Avenger that referenced Zola's evolution from man to robot. As Black Widow boots the Zola computer up she says: "It's from a movie, that was..." And the movie? Wargames.
