9. The ATCU (Agents Of S.H.I.E.L.D.)

There have been hints about government involvement in superhuman activity for some time in the Marvel Cinematic Universe (more of that soon), but spin-off television show Agents of S.H.I.E.L.D. was the first to actually introduce the concept officially. Season three of the show has seen the introduction of the A.T.C.U. - the Advanced Threat Containment Unit - who are a group of trained agents responsible for dealing with newly emerging Inhumans, after the Terrigen Mist was released into the sea at the climax of season two. The group - who are overseen by the formidable Rosalind Price - was given approval by the President of the United States, Matthew Ellis, to control the perceived alien threat posed by the aforementioned Inhumans and was, as such, controlled by the government. This is undoubtedly a precursor to the governments of the world stepping in to control all superhuman activity, utilising the aforementioned accords.
