Considering how much of an anchor Fury has been through all the MCU movies to date, and the character's relevance to world government involvement in superheroics, it's strange that he's not been announced as having a part to play in the Civil War. Sam Jackson has been fairly upfront about the fact that he wasn't approached to appear, but that doesn't mean that he was telling the truth. If he can turn up for a barnyard chat in Age Of Ultron, and two appearances in Marvel's Agents Of Spinning Wheels, he can turn up for a token appearance in Civil War - if only to help out one side or the other with some flip advice. Most likely Cap's. There's no reason for Marvel to not bring him into play for this outing, unless they're adamant about reserving their remaining options on his contract for bigger plans further down the line. Which looks to be the case. A shame, in any event, as Fury's opinions on the Civil War would be respected and interesting to watch play out.
