6. The Thunderbolts

The Great Moment: Worrying that he may have been overmatched by Cap, Tony takes a drastic step and enlists the help of the Thunderbolts. Like the Suicide Squad, these are a group of criminals working for the government to help alleviate their sentences and they have no problem brutalizing every hero they can find.

Why We Won’t Get To See It: As awesome as it would be to see Bullseye, Venom and Taskmaster unleashed against Captain America, there’s just no room in the film for them. Civil War is already going to be stretching just to give every hero some screen time, so to include an entire team of villains would just simply not be possible.

And even if there was time, Marvel has no real way to include an entire team of supervillains into a film. They would either have to throw a bunch of new characters into the fray with little in the way of introduction, or somehow enlist the surviving MCU villains like Abomination and Justin Hammer which wouldn’t exactly make sense.

Maybe one day the MCU will amass enough villains to pull off the Thunderbolts, but it doesn't look like it'll happen this time.
