2. The Stamford Incident

The Great Moment: The opening of Civil War shows the inexperienced New Warriors trying to take down some serious supervillains in Stamford, Connecticut. They find themselves overmatched and the villain Nitro manages to blow himself up, along with multiple square blocks of the suburban community. This resulted in the deaths of hundreds, including at least 60 children. It was this inciting incident, that brought about the desire to register superheroes.

Why We Won’t Get To See It: Thanks to trailers and leaks, it’s already been made clear that the opening of the film will take place in Africa, with Cap and the New Avengers trying to apprehend Crossbones. Furthermore, based on the general premise of the film and Rumlow's noted ruthlessness, it's likely that during this fight, it's Crossbones who will cause some sort of mass casualty, setting off the events of the film.

This will still serve the functions of the plot in a more global way but there’s something specific about seeing an idyllic suburban town suffer this death instead of a less-relatable African city. The horrific nature of this crime to the America populace is key factor in the plot so the international incident will need to find a way to portray that same public fervour.
