2. Bring In A Worthy Villain

Aside from Loki, there really haven't been any truly great villains in the Marvel Cinematic Universe. When Avengers: Age of Ultron was announced - with the villain's name in the title - it was hoped the robot would fix that problem, but he really didn't. Granted, James Spader played him well, but he never really came across as a true threat (if you can't kill Hawkeye or Black Widow, why should anyone believe Thor and Hulk are in danger?) and his rise and demise in one movie meant that he didn't really get a chance to develop a great deal. With the Civil War being between the heroes of the MCU, the villain of the piece - Baron Helmut Zemo - is likely to be operating in the background. Hopefully, he proves to be a worthy and powerful manipulator who actually comes across as threatening - and fingers crossed he also isn't killed off, so he gets the chance to reappear, as he could be extremely interesting in the future. Here's hoping Crossbones isn't a complete schmuck either...
