8. His Face Is Deformed

Zemo’s traditional garb is both classic and ridiculous. The character famously sports a purple hood, perhaps the least threatening disguise ever. Yet it’s worth remembering that Helmut does not do this by choice. Whereas his father used the mask as a disguise, Helmut has become disfigured, and the mask attached to his face.
In his initial confrontation with Captain America, Zemo fell into a vat of unstable chemicals called Adhesive X. In doing so, Zemo’s face became horrifically disfigured, with his skin looking like molten wax. On top of that, his mask would then become fused to his skin, further cementing his grotesque appearance.
It would seem unlikely that Civil War would subject the character to such a silly origin story and it might instead choose to adapt a combination of the two characters. Zemo could still be somewhat disfigured but seeing as how he’s likely to operate in the shadows, it would make sense that he wears the mask by choice as a means to protect his public identity.
