4. Hawkeye Relates To Bucky

What Happens? Clint Barton was originally planned to appear in the film a lot earlier, serving as security for Bucky's transportation in Berlin. In the truck he would actually empathise with Bucky, recounting the time in The Avengers he was a "zombie" and appealing to the man behind the super soldier eyes.

What Does It Add? Hawkeye was an impressive addition to Civil War; Joss Whedon tried so hard to make him interesting in Age Of Ultron, but the Russos did much more with considerably less screentime, making him the wise-cracking family man. This scenes gives even more recompense for earlier boring appearances, showing the real effect of being brainwashed.

So Why Was It Cut? Zombie line aside, there's not much purpose for Hawkeye to be here, and it actually makes his appearance later on both less exciting and a little more confusing (he's essentially switched sides).
