What Happens? Baron Zemo's waiting at a station, again listening to his wife's voicemail message, before jumping up to greet Doctor Broussard, the UN's psyche evaluator (played by director Joe Russo).

What Does It Add? It's a bit more time with Zemo, seeing him enacting his nefarious one-man plan in a little more detail, and also provides an extension of Joe's cameo. Crucially, however, for eagle-eyed viewers it serves as an earlier suggestion of how Zemo's worked his way to Bucky.

So Why Was It Cut? While having more of Zemo in action is no bad thing, this one doesn't really add that much; hearing the recording again is nice enough, but it's not necessary given how it already repeats, while giving up the Broussard kidnap so early hurts one of the film's later reveals.
