4. Bucky Will Convince Cap To Surrender

The Superhero Registration Act may be the underlying cause of the tension between Iron Man and Captain America but it looks more like the treatment of Bucky will kick start the Civil War in earnest, with Cap choosing his childhood friend over his fellow Avenger. If there's one thing that Cap hates it's needless death and destruction, but it's not hard to see how the quest to protect his friend could see Steve to go against his principles and lose sight of his actions, causing the personal damage and large scale destruction that will surely have ravaged huge chunks of the MCU by the time one side stands down. Captain Steve Rogers is not one to surrender lightly, especially if he thinks he's fighting for what he thinks is right. Rather than simply seeing the danger he's causing and surrendering (as he does in the comics) it would have more weight if Bucky, the man he's been protecting from his teammates and Hydra, convinced him to throw in the towel and end the violence. It would show Bucky's rehabilitation and willingness to confront his past whilst exposing the near-perfect Cap's weakness and filling him with self doubt ahead of the rest of Marvel's Phase Three and Phase Four.
