2. The Villain Team-Up

In the comics, when Tony Stark realises he could do with some more forces to fight his cause, he brings some villains in with nanites controlling them and keeping them in check. In other words, he Suicide Squads it. Unfortunately for anyone wishing to see Marvel stand on DC's toes by beating them to the punch of a Dirty Dozen style super-team, there are precious few supervillains left in the MCU, particularly those who might be in custody. Not even Trevor Slattery is locked up, and it's not like any of the others can be secretly resurrected to bring to the party. The Alternative Well, certain villains could well be used by Tony Stark: Crossbones is obviously kicking around and is one of the only surviving villains from all of the MCU, and his military training might suggest to Stark he's a good weapon in desperate circumstances. But you'd think someone on his team - like the demi-God robot or the reformed assassin who knows all about evil people - might warn him that his villain squad isn't a good idea. And there's a distinct chance that Crossbones is going to be heavily involved in the trigger event that turns public opinion towards the Accords. It would certainly fit with the trend of tying up lose ends in the first sequence started by Age Of Ultron.
