11. The Secret Avengers?

It would seem that the cinematic Avengers are in the same sort of position as their comic book counterparts at the end of the first Civil War arc: they're split into two discernible groups.

Though Tony Stark's loyalists are probably a little thin on the ground, he can still count on Spider-Man, what remains of Rhodey, Vision, SHIELD's remnants including turncoat Agent 13, possibly either Hulk or Thor (or both) and incomers Captain Marvel and maybe Doctor Strange (though he's unlikely to be pro-registration). So he could still have a roster for his Mighty Avengers.

But it's the others who offer the more interesting picture. With Cap and his team driven underground (and the possibility of teaming up again with Black Widow and Nick Fury), we could see an Underground/Secret Avengers team operating off the grid like Luke Cage's post-Civil War New Avengers. Hopefully that's the situation we'll see throughout Infinity War, with Thanos' plot ticking over in the background until the climax of the first part.

And sooner or later, General Ross is presumably going to realise that there's a need for super-teams who are actually willing to bend the rules to get things done. Which could mean we'll see either a Secret Avengers team sanctioned by the government but off the books, or a more sinister possibility...
