10. General Ross Remains Active

We already know Thunderbolt Ross wants to know where Hulk and Thor have suddenly disappeared to, but he's now also got Team Cap and Black Widow to deal with separately as well. He surely can't imagine that relying on Tony Stark again to deliver all of the rogue heroes is a good idea after so many high-profile foul-ups on his watch?

The alternative then, could be that Ross takes a leaf out of Amanda Waller's book and follows the Civil War Hero Hunters arc, establishing a team of villains to find his targets. He could already count on Zemo - who he knows has a personal reason to see the Avengers defeated - and it wouldn't be too much of a stretch to call on the likes of Abomination and Justin Hammer (who are among the only living villains) to boost out the ranks with their special skills. And then calling in some lower-level villains for their debuts would fill the roster.

It would be an extremely brave move on Marvel's behalf, but if they're ever going to introduce a Thunderbolts movie (or a villain ensemble), this is the perfect time, and they should be strongly urged to do so.

Even if they don't General Ross will presumably spend Phase 3 attempting to bring the rogue Avengers to justice.
