The driving force behind this war is the government's attempt to regulate the heroes, using something called the Sokovia Accords. The reasons for this are threefold, and outlined by the returning General Ross: New York, Washington, Sokovia. Three major incidents involving at least some of the Avengers that have resulted in huge cost, both in terms of money and life. However, it's not just enough for them to show footage to back this up, but if you look closely at the right hand side of the screen, you'll see some figures. The top outlines the cost, and the bottom figure is the number of people who died in the incident. They show that maybe there is some cause for these Accords after all, with almost $500bn cost, and over 200 lives lost.
