13. Crossbones

A former S.H.I.E.L.D. agent who revealed himself to be working for H.Y.D.R.A. in Captain America: The Winter Soldier, Crossbones - formerly Brock Ludlow - was thought to be dead after he appeared to be crushed at the end of that very movie. Nope: he's back, this time under his villainous Crossbones mantel. Brock Ludlow wasn't the strongest villain ever faced by the Captain - not by a long shot. And he is, essentially, just a human being. Granted, in his Crossbones guise he'll arguably prove to be tougher than before, especially since actor Frank Grillo (who plays Ludlow) has put on a whopping 15 pounds in order to play this new incarnation of the character. That said, he's still not match for most of the superheroes from a power ranking perspective. Especially so, when you consider he might not make it through Captain America: Civil War in one piece: rumour is he's set to perish in the opening sequence.
