12. Falcon

Sam Wilson, who took up the superhero name Falcon in Captain America: The Winter Soldier, is yet to really come into his own. Granted, he can kick butt when needs be, and his flying suit makes him a powerful ally, but as a character he's not quite there yet. Granted, he's a military man and an inherently strong guy; a trustworthy ally for Captain America. He's also a human being, and is rendered relatively powerless if his suit breaks down (which it has to awkward effect on a number of occasions). Which means that, good as he is generally is, Falcon only really seems to deliver half of the time - he's something of a liability if he isn't able to get into the air. And he didn't exactly fare well against Scott Lang, a relatively inexperienced superhero, when the two fought briefly in Ant-Man, did he? Nope: a bit embarrassing, really.
