16. Black Widow

Last Seen: Getting ready to work with Captain America in the final moments of Age of Ultron to whip the new Avengers team into shape. Despite being introduced in Iron Man 2, it didn't take long for Natasha Romanoff to break away from Stark and form a close bond with Steve Rogers instead over the course of The Winter Soldier. With her taking Stark's side in the conflict at the center of Civil War, it'll be interesting to see how she'll be toeing the line, willing to accept governmental control while some of her closest friends and allies - namely Cap and Hawkeye - are firmly against it. With Bruce Banner out of the picture for the time being, there will undoubtedly be some lip service to where their relationship ended off, but thankfully Civil War will likely be putting the focus right back on the Cap/Romanoff dynamic The Winter Soldier built up to reinforce the friendship they'd built that Age of Ultron somewhat glossed over. Her split loyalties and beliefs put her in prime wildcard status, and there's a lot to be mined in how her viewpoints change, how she influences others' viewpoints, and whether or not she ends up switching sides.
