This is clearly the moment the battle becomes personal for Stark. Up until now he's fighting because he thinks it's best for the bigger picture - a necessary evil - but Rhodey going down looks like it swings the pendulum towards him losing his mind. Presumably he blames everything on Bucky, since he goes after him with renewed vigour, but it might just be that he's lashing out after Vision actually fires the shot.
