After John Walker became the new Captain America, the gung-ho soldier believed he would be respected and idolised just as much as Steve Rogers.

But when Walker found himself unable to hold his own against his enemies, he injected himself with the Super Solider Serum, endowing him with the same powers as his predecessor. Unfortunately, the Serum made him mentally unstable, he killed a suspected terrorist in public, causing him to be dishonourably discharged.

Although he tried to redeem himself by helping Sam Wilson and Bucky Barnes defeat the Flag Smashers, there's no question he's still on edge. After losing the Captain America title, it's blatantly obvious Walker has a colossal chip on his shoulder.

Since he's now working under the moniker, US Agent, with entrepreneur, Valentina Allegra de Fontaine, it seems like everything worked out for Walker. But because Fontaine is a master manipulator, it won't take much for her to convince Walker to perform highly questionable (or illegal) actions to fulfil her own needs.

And if de Fontaine or her organisation appear in New World Order, it's guaranteed Sam Wilson will have a run-in with the US Agent at some point.
