In The Falcon and the Winter Soldier, our titular heroes venture to a criminal sanctuary called Madripoor to locate the Power Broker - an unseen criminal mastermind, who's been shipping Super Soldier Serum across the country.

Only in the series' post-credit scene is it revealed that the mysterious Power Broker is none other than Sharon Carter. This bombshell was pretty mind-blowing since Sharon is the niece of Steve Rogers' love, Peggy Carter, and the person who inspired Rogers to defy the Sokovian Accord.

But since we only learned Sharon was the one behind the Serum shipments when the series ended, there was no real payoff.

Given how the MCU isn't known for leaving loose ends, Sharon's guaranteed to appear in the future. Although her motivation on why she betrayed her allies was hinted at, it needs to be fleshed out more, in order for her transition into supervillainy to feel complete. Bringing her back would be a great opportunity to learn more of her backstory, and see how she went from a disgraced SHIELD agent to the ruler of a criminal empire.
