14. Riza Hawkeye - Scarlett Johansson
Although she might have the powers of a homunculi or know the equations needed to be an alchemist, whoever plays Lieutenant Riza Hawkeye needs to be a complete and utter badass.
Her loyalty to Hughes and his dream of becoming the new Fuhrer of Amestris is resolute, but she's not some doe-eyed follower. She's seen her fair share of violence during the Ishvalan War and clearly suffers from some form of post-traumatic stress disorder, so she's got far more going on then just being a one-note gun slinger.
Out of all the non-powered characters on the show, Hawkeye is quite clearly the most dangerous one and Scarlett Johansson has proven that she's pretty exceptional when it comes to action sequences and dramatic roles. Just look at her performances as Black Widow in a whole host of Marvel movies and the underrated Ghost in the Shell and you'll see that she's no stranger to letting off a few shots.
Although she's mostly emotionless, she has a tendency to lose it whenever something happens to Colonel Mustang and it wouldn't take much effort for her to show the other, less calm side of Riza Hawkeye.
