The Batman has been on a developmental rollercoaster ride over the last few years, and though things haven't quite settled down yet (we don't know for certain who's going to be playing Batman, for example) it seems like the movie will definitely happen at some point.

Matt Reeves was hired to direct almost a year ago, and since then, rumours have swirled that the film will be separate from the DCEU's continuity (and also, that it will not be separate from the DCEU's continuity - yes, it's confusing), and that Ben Affleck will be recast in the title role - with actors like Jake Gyllenhaal and Jon Hamm rumoured to take his place.

So, basically, nobody has any idea what's actually going on, but with Reeves recently stating that he's got the story for the movie all worked out (via The Q&A With Jeff Goldsmith), The Batman is slowly - but surely - coming together.
