31. The Siege (1998)
Edward Zwick's thriller about a series of terror attacks in New York City is incredibly uncomfortable and timely when you remember it was released before 9/11.
Here, Washington stars as an idealistic FBI agent unflinching in the face of a national catastrophe, and desperate to do the right thing at any cost. He gets two particularly poignant speeches during the drama, both of which feel more relevant today.
Despite its heart being in the right place, The Siege has its issues, primarily Bruce Willis's muted supporting turn and its messy plotting, but Washington's morality still packs a punch.
