Starker is someone who really should know better, who actually does know better, but who doesn't give a single solitary s**t.

Starker is the name of the drunk straggler who chats to Dan Challis in Season of the Witch, ranting about the curfew in place for the town of Santa Mira, and loudly trash-talking Conal Cochran. Given how Starker knows the town, knows Cochran, and knows how Cochran's men - well, androids - have a way of fixing problems, it was absolutely ridiculous of him to go off so vocally about all of this, regardless of how boozed up he was.

As such, it doesn't come as any real surprise when Cochran has Starker's head literally ripped off by one of Cochran's underlings. Then again, the head-rip itself is a drastic measure that is a bit of a surprise, but Starker's death itself is no real shocker.
