19. Fenrir Greyback
A villain with potential, who ends up being one of the most disappointing.
He's got a lot going for him. He's got a fairly intimidating presence, an impressively detailed design, and two potentially exciting rivalries with Lupin and Bill Weasley. Unfortunately, those rivalries go absolutely nowhere, and he amounts to very little. His screen time is limited and he mostly stands around and shows off his detailed make-up.
The only standout thing he does is eat a Hogwarts student, but he gets pushed off a cliff immediately after that in the most anticlimactic death scene possible.
