9. Elektra King - The World Is Not Enough
It's strange how The World Is Not Enough was a disappointment despite having one of the better villains. Throughout the story, Bond is trying to track an anarchist called Renard who's intending to activate the plutonium reactor of a submarine in Turkey, devastating the area.
After he supposedly killed an oil tycoon, Robert King, his daughter, Elektra, asks Bond to assist him with looking for Renard. The fact that the pain-resistant terrorist kidnapped Elektra in the past also spurred her to hunt Renard down.
However, Bond eventually learned that Renard isn't responsible for Robert King's death - Elektra is. After Robert refused to pay the ransom when Renard kidnapped his daughter, Elektra felt betrayed and vowed to help her captor destroy her father's legacy.
Genuinely good twists are rare in Bond but this is one nobody saw coming. Even though the series is chock-a-blocked with one-dimensional villains, King has such a tragic backstory, you can't help feeling bad for (except when she uses that torture device that nearly snaps Bond's neck in two.) The film wasn't great but the actress portraying King, Sophie Marceau, should've received a lot more praise for making a monstrous character feel like a human being.
