22. Elliott Carver - Tomorrow Never Dies

No one would contest that Oscar nominee, Jonathan Pryce, is a tremendous actor.

As he has proven in Taboo and Game of Thrones, he is excellent at finding the humanity in an unscrupulous villain. But in Tomorrow Never Dies, Pryce plays media baron, Elliott Carver, like he's in a pantomime. With his hammy performance, it's clear the Welsh actor is having the time of his life with the role but it feels out of place with the rest of the movie.

It's worth mentioning that Pryce was a last-minute replacement. (Anthony Hopkins walked out after two days of filming, stating the production was too chaotic.) If Pryce had more time to prepare for the role, maybe he would've played Carver less like a cartoon character.

Also, Carver's master plan to obtain exclusive broadcasting rights to China has to be the dumbest evil scheme in the entire franchise.
