23. Brad Whitaker - The Living Daylights
It's common knowledge that Timothy Dalton's tenure as James Bond was criticised for being too gritty but is now praised for its accuracy to the source material. Although Dalton is brilliant as Bond, both his films are let down by bad villains.
In The Living Daylights, 007 goes up against arms dealer, Brad Whitaker. Many Bond fans should instantly recognise the actor, Joe Don Baker, who also portrayed Jack Wade in GoldenEye. As Wade, Baker was funny and charismatic.
But here, Baker feels miscast as a ruthless military leader. Also, his plan to sell opium to secure $500,000 worth of diamonds feels like small potatoes compared to other Bond villains who desire world domination. Apart from the fact he's killed by having a Wellington statue fall on top of him, there's nothing memorable about this guy.
