21. Kamal Khan - Octopussy
Octopussy's big bad, Kamal Khan, is into the usual stuff you'd expect from a prince - fine wine, priceless jewels, and, of course, atomic weapons. After being exiled from his own country, Khan was driven mad, inspiring him to initiate nuclear war across Western Europe.
Khan may have been an intriguing villain in another property.
But in Bond, he's just another run-of-the-mill tyrant with delusions of grandeur. Even though the actor portraying him, Louis Jordan, has little to work with, he's a natural at delivering one-liners, (especially the line, 'Mr. Bond is indeed of a very rare breed... soon to be made extinct.')
Khan is, by no means, the worst Bond villains, but he's among the least memorable.
