19. Karl Stromberg - The Spy Who Loved Me

At first, Swedish entrepreneur, Karl Stromberg, seems to have all the key elements of a great Bond villain. He's a Captain Nemo-inspired maniac with an over-the-top plan to destroy the surface world and reform human civilisation under the ocean.

His lackey, Jaws, was so beloved, the studio brought him back for the sequel. Also, Stromberg's supertanker is one of the most awesome evil lairs in the series. It cost $1 million (nearly a tenth of the budget) and still looks impressive to this day.

Ironically, the weakest part of Stromberg is... Stromberg. The fact that his motivation to destroy the world boils down to "I hate humanity" is insultingly simple. Apart from his webbed hands, there's not much that stands out about Stromberg.
