13. Renard - The World Is Not Enough
Now we're getting to the genuinely good lead Bond villains.
Renard (Robert Carlyle) is an underrated Bond antagonist. It's often been said that, despite the great concept for him (he has a bullet stuck in his head that's cutting off his senses and ensures he can feel no pain), Renard was a waste of potential.
This is understandable, since he was under-used, but he was still arguably a good villain and compared to some of the other horrors Pierce Brosnan's Bond fought against (looking at you, Elliot Carver and Gustav Graves) Renard is very, very solid indeed.
Carlyle didn't appear as much as he should've done, but he still gave a nuanced and effective villainous portrayal as the deranged terrorist, and his romantic relationship with Elektra King, the film's main antagonist, is very interesting. The character gets plenty of good dialogue as well.
He's not an all-timer Bond villain then, but he's certainly a pretty darn good one and a worthy secondary villain for Elektra King (more on her soon).
