12. Franz Sanchez - Licence To Kill

Franz Sanchez (Robert Davi), a brutal drug lord, is a fairly formulaic villain for an action film, but for a Bond film, he's very unusual. He's violent, understated and very realistic, with no wacky facial scars or world domination schemes insight.

In other words, Franz Sanchez was a risky villain choice, but the risk paid off very well indeed. Robert Davi's sinister performance and the character's memorably depraved nature made him a very powerful, unsettling antagonist and one of the most hateful Bond villains of them all. While he wasn't particularly fun to watch like many Bond villains are, he was still a great main villain and a breath of fresh air for the series.

Sanchez is not only one of the most under-appreciated Bond villains, but he's also one of the best, even if his short screen-time brings him down a little.
