25. Georgi Koskov - The Living Daylights
Georgi Koskov (Jeroen Krabbe) is a Russian general who apparently defects to the West, but once the KGB seemingly snatch him back it turns out he was tricking MI6 all along. He's trying to manipulate Bond into assassinating a rival general and is also going to use a shipment of Opium to buy weapons from Brad Whitaker, the film's other villain.
Koskov is realistic, the twist about his villainy works and he ties in well with the Cold War themes of the pre-Brosnan Bond films, so he had plenty of potential. Little of this was realized, alas, and Krabbe is an atrocious lead villain for Timothy Dalton's first outing as Bond.
Krabbe's performance is terrible (he doesn't even attempt a Russian accent most of the time), his scheme is far too convoluted and he's just a snooze-inducing, under-developed bad guy all around. He's another one of the worst main Bond villains in the franchise's history.
