24. General Orlov - Octopussy

This character, who's one of the two lead villains in Octopussy, is another shockingly bad character in more ways than one.

Not only is General Orlov (Steven Berkoff) the most stereotypical villain ever - an evil Russian, how original (not) - but he's an extremely lame character in general. He's dully written, his big plan (to stage a nuclear accident at an air-base, motivating Europe to disarm and leave itself open for Russian takeover) isn't at all interesting and worst of all, he's terribly played.

Steven Berkoff gives a hammy, cartoonish performance which ensures that character feels like an angry little boy, not an evil and dangerous general.

Factor in the character's terrible death scene - he's shot by border guards while chasing after the train containing his co-conspirators - and you've got the worst main villain of the Roger Moore films by some distance.
