23. Elliot Carver - Tomorrow Never Dies

Tomorrow Never Dies is a very solid and underrated Bond film, but it does have one of the franchise's worst main villains: Elliot Carver... or an evil Rupert Murdoch parody, because that's what he blatantly is.

Carver (Jonathan Pryce) fails on multiple levels. He's hard to take seriously since he's such an obvious spoof of a real-world figure, he's quiet and intensely dull when he should've been more energetic and he's a terrible waste of the brilliant Jonathan Pryce, who was fatally miscast here.

The only part when Carver doesn't seem to be sleepwalking his way through his own scheme is when he mocks the main Bond Girl, Wai Lin (Michelle Yeoh), by imitating martial arts and making silly noises. That bit is completely toe-curling though, so it's not a good thing.

Still, that's not the worst part. The worst thing is that he has an evil plan so stupid it's the worst Bond villain plan of all time - yes, worse than the water thing from Quantum of Solace. He wants to start World War III (by tricking Britain and China into going to war with each other (by attacking their military vessels with a stealth ship) in order to, wait for it... get broadcasting rights in China. Seriously? Seriously?!
