23. Scarlet Witch & Quicksilver - Avengers: Age Of Ultron

Plan: Revenge against Tony Stark for the deaths of their parents.

Status: One reformed Avenger, one dead.

Sure, they're not villains for long, but the Twins are a good addition to Age Of Ultron as an extension of HYDRA's influence and as a hint at some of the unseen powers of the Infinity Stones.

Quicksilver's accent may be a little cartoonish and his whole demeanour somewhat annoying, but that's sort of the point and his super-speed adds something completely new to the action. His sister is the better addition to the MCU though, as her powers are even more revelatory.

It's down to her that the Avengers turn against one another - she's the catalyst not only for Hulk's rampage but also for Tony Stark's spiralling psychology that leads directly into Civil War. And if she hadn't chosen to defect to The Avengers herself, she's legitimately powerful enough to have ended the heroes completely.
