Status: In government, still trying to make superheroes accountable.

How much General Thunderbolt Ross actually deserves to be classified as a true villain probably depends on your take on duty. In The Incredible Hulk, he's basically just doing his job, even if he's frustratingly committed to ignoring his daughter's claims that Bruce Banner is not an animal.

He's still the villain of the piece though, and it's his involvement with Emil Blonksy that leads to the appearance of The Abomination. He also tries to destroy Tony Stark by hiring Justin Hammer in Iron Man 2, and though he's reportedly mellowed by the time Civil War comes out, he's as close to an antagonist in that film as anyone else.

Fundamentally, he represents The Man, and it's his complexity that really makes him stand out.
