33. Baron Von Strucker - Avengers: Age Of Ultron

Plan: To use the power of the Mind Stone to advance HYDRA's plans for world domination by creating Miracles (empowered individuals capable of fighting superheroes on their terms).

Status: Deceased.

Von Strucker started so well in the Captain America: The Winter Soldier post-credits scene: he looked the part, Thomas Kretchsmann's performance was typically menacing and his plot to create minions with powers (no matter what the cost to the volunteers) made him look like a great prospect.

Sadly, by the time Age Of Ultron came around, there wasn't much space left for the character as Ultron stole the focus and he was relegated to a first act casualty who was captured all too easily and then killed off even easier without ever really getting a chance to flex his muscles.

He really could have been something, but he ended up being a loose end all too cynically tied up.
