47. Captain America (1944)
Just as some will say it's unfair to judge a made-for-TV movie/pilot in the same breath as the MCU, there's some argument that you shouldn't consider the early serials that saw Captain America (and Marvel's) debut on the big screen in the same terms. But all cruelty aside, it's not like 1944 was a bad year for films, so it's still fair game.
The biggest problem with the serials - aside from the use of a villainous MacGuffin hilariously (and childishly) called the "Dynamic Vibrator" - is the fact that it has such ridiculous disregard for the comics. Captain America is reimagined as a crime fighting District Attorney called Grant Gardner and played by the very much not super-soldier-bodied Dick Purcell.
Inevitably, Marvel comics were unhappy with the liberties taken, which goes some way to explaining why this is basically any crime noir serial that just so happens to have a guy wearing Cap cosplay in it.
