11. Captain America: The Winter Soldier - 101
When Secretary Ross first spoke to the Avengers regarding the Sokovia Accords, he used several examples of Earth's Mightiest Heroes fighting and causing collateral damage. One of these situations was in Washington D.C., when three helicarriers were shot out of the sky, killing 23 innocent civilians.
This however, still couldn't match up to the deaths that were racked up when those loyal to SHIELD and those loyal to HYDRA came to blows. Many came at the hands of the assassin for which the movie took its name, as Barnes ended the lives of 19 men and women, but by no means was he the movie's only killer.
Nick Fury killed 11 men when he found himself under attack, and ultimately took the life of Alexander Pierce, while Natasha killed five, Rumlow and Cap each killed four, and Sam killed three. The rest of the deaths came at the hands of SHIELD agents largely shooting at each other.
The only other civilian death contained in the second Captain America movie was Renata. If she had knocked, giving Pierce a chance to make sure she didn't see him talking to the Winter Soldier she would have lived, but she didn't, and was killed for it.
