The main villain of Iron Man 3 was a terrorist, and while not the terrorist anyone thought at the start of the movie, Aldrich Killian was still a terrorist, nonetheless. Yet even so, the man behind AIM still racked up less kills than the movie's hero.

Rhodey said that there were nine bombings attributed to the Mandarin, the two of which that were connected to the movie's plot resulted in the deaths of 11 people. Killian also forced Trevor Slattery to murder an innocent man on camera, as well as six in the first propaganda movie and the two he killed himself, including Maya Hansen.
