Not so much a character as an action figure, General Grievous seemingly exists solely because George Lucas thought a scene where Obi-Wan fights a character with four arms would be really cool.

It’s a neat little action scene for sure, but the character is a narrative dead-end used to distract Obi-Wan, and once he’s dead you get the distinct feeling this whole subplot was a waste of time.
