8. Mystique

Mystique obviously isn't a villain all the way through her time in the x-Men franchise, but again, she's the same character in both the original and the reset timelines so no separation here.

In the first two movies, she might lack nuance and subtlety, but the point of her is visual impact and the strange contradiction of a naked woman and her brutality. She is almost like a horror movie monster too, in that she rarely speaks and lets her powers do the talking instead, though there is a suggestion of depth in the final movie when it's revealed that she loved Magneto enough to give her life for him.

She was reinvented by the soft reboot/prequel series and while her look was less than brilliant, the complexity made her as a character right up until the point it became painfully obvious that Jennifer Lawrence perhaps wasn't all the keen to play the character any more. But up until then, we'd seen more of her as a villain, and seen her desperation at the state of mutant treatment being the drive to her extreme decisions.
