22. Senator Kelly

In the same sort of thread as The Headmaster, Senator Kelly is a bigoted human villain, defined not necessarily by his fear of mutants, but by his awareness of how popular policies calling for mutant regulation would be. He's not so much a man of principles as he is one of popularity, which makes him arguably worse than if he were acting out of fear.

He doesn't really last all that long and his "crimes" against mutants aren't particularly active, but it's hard not to believe that him being melted to goop isn't entirely justified, even if his death makes him way more sympathetic than his life did.

Senator Kelly actually appears in X-Men 2 as well, but he's just Mystique in disguise, so it doesn't really count.
