11. Kraglin
After being no more than a cameo in the first film (as well as being the on-set Rocket performer), Sean Gunn's Ravager lieutenant Kraglin gets bumped up to a more prime-time player, first betraying Yondu to help lead the mutiny against him and then flipping back after an attack of conscience.
Kraglin isn't the best fighter or the smartest guy in the room, but he's a charming enough comic relief figure, and Gunn's performance is strong enough to sell the more emotional elements of his arc (particularly when he's faced with conflict over Yondu's preference of Peter).
It looks like he's going to be part of Infinity War and Guardians Vol 3 now that he's one of the main team, and he's probably going to be more interesting again now that he's in charge of Yondu's Yaka Arrow.
